Donor policy aims at terminating UNRWA's mandate in the framework of the current peace process, and donor governments regard UNRWA as a tool NetWorking for channelling financial support to the Palestinian Authority, mainly through special UNRWA projects (Peace Implementation Program). The result is a severe crisis in UNRWA's regular budget which has lead to refugee protests in Syria, Lebanon, and the 1967 Occupied Palestinian Territories.
